Why would MS rewrite 60% of Vista just for the consumer version?
Because it desperately needs it. The heart of the consumer version is the media certer functionality. Right now that's not working and is an unstable mess (so they say) that will be easier to rewrite than fix. Why not overhaul it before launch? It is certainly is better to do it that way than to release a horribly buggy version and require numerous fixes later.

A bit of both from what Peter and Tom have said... however I do think that it's mainly speculation in the article - but yeh, they have to modify bits and bobs from different versions... that's just how it goes :o) Different people require different needs!
